Memphis Circuit Court is the circuit court of Scotland County in the First Judicial Circuit of the Missouri Circuit court system. Hearings for city ordinance or traffic violations are heard in the same courtroom and presided over by the Associate Circuit judge, the Honorable Karl DeMarce. SR 15 runs through Memphis and meets BR US 136 in the lower part of the city and intersects with US 136 just to the South.

About the area

Memphis seems like a nice place to live with under 2000 residents. Despite this small population it boasts of a a hospital, airport, nursing home, community theatre, industry and recreational activities as well as a fine school system. The Memphis Theatre opened as a movie theater and remained as such until the late 1990's. When the Memphis Community Players took it over, it underwent a renovation and became the venue for live musical and dramatic performances and movies. The Downing House museum exhibits a life size model of Ella Ewing, the Missouri giant born in Scotland county who stood 8 feet 4 inches tall and at one time appeared in the P.T. Barnum circus. The building is of brick construction and was designed primarily in the Greek Revival style of architecture.
