The county court (Box 55) and the district court (Box 136) are both located in the Gosper County courthouse. Each is a part of their respective Eleventh judicial district of Nebraska. There are two major roads in Gosper county, US 283 and SR 23, which meet in the Northwest part of the county at Elwood.

Around 1873, the Nebraska legislature issued a proclamation to organize Gosper county. Two county county seats were chosen prior to Elwood's selection but each was short lived and the Burlington railroad's route carried the day for the city around 1888. The Elwood reservoir came into being in the late 1970's and is a great place to fish. It is located just to the North of the town. Three events in this town bring the community together for lots of fun; the Elwood Spring Gala in April, the Gosper County fair at the end of JUly and Harvest fest in October. The fair has the town owned carnival, a concert, a rodeo, 4H exhibits as well as exhibits of photography, baked goods, and flower arrangements. everyone is invited to take part in the parade and the mud volleyball tournament.
