Cortland is on I-81, and the highway takes a wicked bend as it goes through. The Troopers probably use that as a place to hide. Throw in a couple country clubs, a SUNY campus, and you have a typical small upstate NY population center. Somehow they're big on the crown concept - something to do with valleys, topography and geography we guess.
