Traffic Violations Bureau (TVB) is different from other traffic courts in New York State. There is no plea bargaining. If you plead not guilty, you have a trial and you may just lose. We have been told that the officer gets three chances to appear, and they usually show up by the third time. A good lawyer can cross examine the cop, and sometimes they can be beaten. Appeals go to an Appeals unit in Albany. Brooklyn Traffic Court (this is North, there is a South also) is one high volume court - if you can call it a court.

TVB is in the DMV, at or near the corner of Flatbush and Atlantic (and 4th). Brooklyn is a borough of New York City. With 2.6 million residents, well, it is pretty darn huge. PROSECUTORS
Officers prosecute their own tickets. Some attorneys say that the ALJ (the judge) leans a bit for the police, making this a two-on-one affair.
