Judge L can handle weddings be sure to contact court for more info. Try to pick a time when the flights aren't too frequent, as the noise might make the wedding less pleasant -- or do it somewhere else eh?
ABOUT THE AREA
This court house is very close to IAH International Airport, where an average of 40 million people travel into and out of a year so you're going to hear alot of planes flying overhead. I wouldn't worry to much of a plane crashing or anything because there hasn't been many aviation accidents reported at this airport.
