No obvious connection to the large county in NY just north of NYC, but the names are quite similar, aren't they? There appear to be three district courts in West Chester, and this one is practically in Goshenville.

The county seat of Chester County is home of more than 17800 inhabitants, incorporated to Chester County back in the last years of the 18th century. It's the birthplace of brave men such as B Margera, who fought for civil rights; and outstanding college athletes like M Queenan who played for Sacred Heart.
