Webster was the former county seat of Jackson County until the early years of 1910s, when Sylva town founded in the 1880s became the new government center with its important and charming Great Smoky Mountains. This "Fugitive" community of almost 3.5 square miles of extension is elevated more than 2030 feet above sea level and has an estimated population of 2440 residents, mostly White Non Hispanic (90%) and some African America, Native American, Hispanic, Asian, and other racial groups.
