In 1981, this city was considered the 2nd most distressed city in the U.S. But since then, the fortunes of this community have been improved. The Whitaker Center for Science and the Arts was opened to the public in 1999. Furthermore, downtown Harrisburg is now considered a locale to enjoy jazz festivals and nightclubs thanks to the economic development that took place there in 2001. While the city has seen a population decline through the latter half of the 20th century, that decline may finally be reversing.
