If you visit the observation tower at the hydroelectric power plant on the Ohio river you will get a great view of the Hannibal Locks and Dam. The park in this area is open to the public and has picnic shelters and restrooms. New Martinsville owns and operates the New Martinsville Hydroelectric plant here.
